Roughly 36 percent of Sudanese live in urban areas. In 1960 it was under 11. The line between those points never dips.
Cities pull with schools, clinics, electricity and cash work. Droughts push. Wars push harder, and displacement usually urbanises people permanently; families who fled to a city often stay for the schools even when the village is safe again.
Planners can argue about whether this is good. What they cannot do is reverse it. No country has ever meaningfully de-urbanised in peacetime. The practical question is only whether cities grow with services or ahead of them.
